Job Title: Team Leader - FTC 12 Months
Reports to: Youth Services Manager
Salary: Scale PO1, Points 33-36 £32,870 - £35,423 per annum, pro rata
Hours of work: Full Time (37.5 hours per week)
*FIXED TERM CONTRACT - 12 MONTHS*
Key Responsibilities:
Project Management
- Operationally manage the Youth Hub, ensuring compliance with contractual, regulatory and statutory requirements.
- Ensure fair access and coordination of referrals in line with service criteria incl. delivery of briefing session to key referral agencies.
- Develop and maintain local partnerships with key agencies including voluntary sector, local authorities and Private companies.
- Contribute to reporting to the Commissioners within quarterly performance review meetings.
- Maintain close reporting contact with the Youth Hub partnership managers to ensure effective service delivery i.e. Housing and Children’s Services.
- Ensure the effective discharge of statutory duties in line with Homeless Reduction Act 2017 and statutory guidance.
- To develop and design the service to meet the identified needs of young people who are homeless or at risk of homelessness.
- Identify initiatives to ensure the ongoing development of the projects within the local area.
- Develop and implement the service ensuring the best possible outcomes for young people including homeless prevention through support and mediation, access to statutory services and access to accommodation.
- Support teams to provide high quality support services that promote choice and independence, actively engaging young people in making decisions about their life.
- Develop St Basil’s staff, through effective line management and ensuring compliance with standards, contractual and regulatory requirements, best practice and St Basils’ policies and procedures.
- Implement joint working arrangements with local Registered Providers (RPs), the local authority, private landlords to ensure the delivery of an effective Accommodation Finding ServicE.
- Develop communication channels with young people to empower them to shape and influence the services delivery.
- Measure the performance of the projects by setting and achieving targets and producing quarterly statistical reports.
- Maintain agreed standards of joint working for all aspects of the service provided.
- Ensure data collection requirements of the project are maintained. Following agreed procedures for the review process incl. effective tracking and monitoring of services.
- Ensure staffing resources meet contractual requirements and that risks and trends are monitored and managed in a timely way with appropriate approvals secured and necessary adjustments made.
- Attend and actively contribute to key meetings i.e. strategic or operational steering groups, case review.
- Deputise for line manager as and when required.
- Manage late duty rota and to be on call to provide advice in crisis, emergencies etc.

- Further to the key responsibilities of the Team Leader – Youth Hub is to take responsibility for their own self development and ensure that the knowledge and information they use in their job is current and relevant. St Basils is dependent upon its ability to raise funds in order to sustain and develop its work with young people. Therefore, all employees are expected to support the work of the Fundraising Department and, wherever possible, be involved in Fundraising Events.
- St Basils is a Psychologically Informed Environment (PIE). PIE is an approach to supporting people out of homelessness, particularly those that have experienced complex trauma. St Basils provides a programme of PIE training and reflective practice to help staff understand the behaviours of the young people that we work with and help staff to work more creatively and constructively with challenging behaviours. As Team Leader you will actively engage with St Basils PIE programme and all events and activities that you and your teams are required to attend.
- As Team Leader you will work in conjunction with the YSM and relevant functional Director to ensure business continuity plans and processes are updated, functional, tested and are reviewed in line with St Basils Business continuity practices, processes, and policies.
QUALIFICATIONS:
Essential:
- Level 4 in Health and Social Care, Housing or IAG
- Further training – Housing, Leadership Management, Personnel, Care & Support Work (e.g. NVQ Level 5)
Desirable:
- Degree in Housing, Social Work, Criminal Justice
- Relevant Professional – CQSW, Youth & Comm. DMS, Inst. Of Hsg. Care & Housing.

KNOWLEDGE

- Relevant knowledge relating to Housing Rights, Welfare Reform and Homelessness legislation i.e. Homeless reduction Act 2017.
- Knowledge of Children’s Act, i.e. Section 17, 20 and 47.
- Knowledge of and commitment to E.O.P/Anti-Discriminatory practice

- Housing Benefit/Rent System
- EU and Immigration law i.e. Eligibility to housing and benefits system.
